Daily Walkaround Checks
If a minibus is used for hire and reward, it is classed as a Public Service Vehicle (PSV) and daily walkaround checks will need to be carried out before the minibus is driven including a Minibus operating under Section 19 permit. As a vehicle being used for Scouting activities, the driver is required to carry out a Daily Walkaround Check.
What can happen if I don’t carry out my daily minibus checks?
It is a legal requirement for PSVs and minibuses operating under Section 19 or 22 permits to carry out regular checks of their vehicle. If you operate a PSV in a dangerous condition, you could face an unlimited fine or even a prison sentence, so regular safety inspections are paramount. Drivers who fail to meet this requirement may have the authority to drive a vehicle for Dringhouses Scouts revoked. Daily Walkaround Checks should be logged using the AssetGo App.

What To Do In An Emergency
In the event of an emergency, you should follow the Safe Scouting and Emergency Procedures otherwise known as the Purple Card.
What To Do In The Event Of Road Traffic Collision, Accident Or Breakdown.
In the first instance the safety of yourself and all passengers is your priority and you should call the emergency services if needed by dialling 999.
Getting yourself and all passengers to a place of safety should be your next priority.
If you can move the vehicle:
1. Go left: Signal and move to the hard shoulder, an emergency area, or a lay-by. Stop as far left as possible, and turn your wheels to the left.
2. Turn on lights: Switch on your hazard warning lights immediately. If it’s dark or visibility is poor, also use your side lights.
3. Get safe: If it’s safe to do so, exit your vehicle on the passenger side (the side away from the traffic). Ensure all passengers do the same.
4. Get behind the barrier: Move behind a safety barrier if there is one, and stay away from the carriageway. Keep children under control and do not stand where your vehicle could be pushed into you. Keep any pets inside the car, or under control if you have to get out. Use the Hi-Vis vests in the vehicle for yourself and the passengers.
4.Call for help: Use the free emergency telephone on the hard shoulder or your mobile to call National Highways (0300 123 5000)
If you can’t move the vehicle and you are stranded in an open lane of traffic:
1. Stay in your car: If it is not safe to exit the vehicle (e.g., you are on the main carriageway or can’t get to the hard shoulder), stay inside.
2. Stay safe inside: Keep your seatbelt on and your hazard lights on.
3. Call 999 immediately: Get the police on the line so they can help manage the situation.

If anyone has been injured follow the guides lines in the section “What To Do In An Emergency” and if appropriate report any accidents or near misses using your Scout Group’s own process.
How To Arrange Breakdown Assistance Or Recovery
Following a Breakdown you should not attempt to repair your vehicle yourself, you must ensure that you and all passengers are in a position of safety and call the following telephone number, quoting the appropriate policy number:

Permits
Section 19 Minibus permits – Organisations that accept any sort of payment for passenger transport would usually need to hold a public service or private hire licence. In most cases, the driver would also require a passenger carrying vehicle entitlement on their driving licence.
A Section 19 Standard Bus Permit allows non-profit organisations to charge for transport, without the need to hold a licence. This is for vehicles holding 9 to 16 passengers.
If payment’s made for using the minibus in any way, then a permit is required. The Scout Association (who issue them for our federated charity) have prescribed that this includes indirect payments, such as through camp fees or subs. Practically speaking, this means that all Groups, Districts and Counties will require a permit to operate a minibus. These permits can’t be used to provide transport to the public, or on journeys outside the UK.
You’ll need one Section 19 permit per vehicle – they’re not tied to a particular driver – and each Group, District or County will need to apply for their own permit, as they’re non-transferable.
Permits are required regardless of whether the minibus is yours, borrowed (such as from a local school or community group) or hired.
Permits for Groups are held at Group-level, so you won’t need one for each section. If an Explorer Scout Unit has a partnership agreement with a Group, they can share the permit as long as they’re travelling together. If the Unit are taking the minibus out on their own, they’ll need their own permit.
This permit must be displayed when the vehicle is in use, and not doing so could lead to prosecution.
Waste Carriers Licence – Any business or organisation that transports waste is required to have a licence issued by the Environment Agency. Dringhouses Scouts has such a licence, a copy of which is kept in each vehicle. The Licence is registered to Dringhouses Scouts only and is not transferable to other organisations (Scout Groups).
City Of York Council HWRC Permit – Any vans with or without a trailer that visit and use on of York’s Household Waste Recycling Centres is required to have a permit to be granted access. The Crew van has a permit in it, allowing it to be used to transport waste to Hazel Court for disposal. This activity will also require the driver to produce a valid Waste Carriers Licence. This permit is issued to and only for the use of Dringhouses Scouts and is not transferable to any other organisation (Scout Group).
